In 2025, the Quang Ninh Lawyer Association is committed to achieving significant accomplishments across all areas of activity in anticipation of the upcoming Party Congresses at various levels, leading up to the national Party Congress for the 14th term.
The association will focus on effectively implementing Directive No. 14-CT/TW issued on July 1, 2022, by the Politburo, which emphasizes “Strengthening the leadership of the Party over the Vietnam Lawyer Association in the new context.”
They will organize widespread emulation movements at all levels to celebrate major national holidays throughout the year, especially the 50th anniversary of the liberation of the South and the reunification of the country. Moreover, they will actively participate in the emulation clusters of Northern Delta provinces and North Central provinces, as well as in specific activities of the Quang Ninh provincial associations.

Staying focused on grassroots development, the association plans to establish three new local lawyer chapters and recruit at least 90 new members in 2025, alongside conducting training sessions for its staff.
Additionally, the association will collaborate with the Fatherland Front Committee, the Department of Justice, and others to engage qualified and reputable lawyers in researching, organizing seminars, and providing input on various legislative projects and amendments as requested by the provincial National Assembly delegation. They will also actively participate in reviewing legal documents issued by local authorities when requested.
The legal education and dissemination initiatives will be proactively developed and launched at the beginning of the year. Each unit within the association will be assigned to promote at least 10 legal codes and laws as part of the 2025 legal education program.
The legal topics covered will focus on key legal codes and laws that are closely related to the daily lives of citizens, including newly issued laws that will come into effect in 2024 and 2025.
Simultaneously, the association will prioritize legal consultation, legal aid, and mediation services, especially for disadvantaged groups. They will integrate legal advice with education and dissemination efforts to enhance public awareness of the rule of law.
The Quang Ninh Lawyer Association will also strengthen its collaboration with the Fatherland Front at all levels and relevant sectors to monitor and improve the effectiveness of local government responses to complaints and denunciations. They will actively engage with authorities in citizen reception and the resolution of public grievances.
In 2024, the Quang Ninh Lawyer Association contributed to the construction of 8 legislative projects. Various chapters organized and coordinated 9 consultation conferences, yielding 92 substantial opinions, some of which were included in reports to the National Assembly by the provincial delegation.
The dissemination of legal knowledge remains a core priority for all levels of the association. Each chapter has implemented the promotion of 7 to 9 legal codes and laws.
The association organized 81 legal awareness sessions for members, middle school, and high school students, reaching a total of 2,765 participants. Additionally, they collaborated on 190 events with 5,287 participants, successfully integrating law into everyday life.
The provincial committee worked with the State Legal Aid Center (Department of Justice) to publish and distribute 35,000 legal pamphlets. The association organized 5 sessions on the Law on Environmental Protection, attracting over 400 participants, receiving enthusiastic responses from local residents.
Legal consultation, legal aid, complaint resolution assistance, and mediation services have been maintained, especially focusing on ethnic minorities, residents in border areas and islands, families affected by land compensation, and other vulnerable groups in society.
The chapters provided free legal consultation services for 32 cases involving 69 individuals. They were invited to participate in 90 citizen reception events by local authorities. The mediation efforts involved 410 members serving as mediators, successfully resolving 131 out of 144 disputes in 2024 (a success rate of 91%).
